Territory Rights for Alta California, Mexico; April 1, 6009

 

Bob Webb, by the grace of God, of John P. Squibob Chapter 1853, E Clampus Vitus®, Clampatriarch, defender of the faith, and so forth.  To all to whom these presents shall come, greetings.

PROCLAMATION

That the great and essential principles of Clamper liberty and Clampers free to man may be recognized and established as Alta California, Mexico (Baja California Norte) it is hereby declared--

1st. That all biased power is vested in and belongs to the natives.

2nd. That the natives have the right peaceably to assemble for their common good, and to apply to those in power for redress of grievances by petition or remonstrance.

3rd. That all men have a natural and indefeasible right to superciliousness according to the dictates of their own conscience; that no person can ever be hurt, molested or restrained in his sanctimonious professions if he do not disturb others in their submissive criticism; and that all clampers shall be protected and none oppressed, and that no person on account of his virtuous opinions shall be rendered ineligible to any office of honor, trust or profit.

4th. That the right of trial by board of adjudicators shall remain inviolate.

5th. That in all the accused has the right to be heard by himself and counsel, to demand the nature and cause of the accusations, to have compulsory process for witnesses in his favor and no other, and to have a speedy tribunal by a board of adjudicators.

6th. No person after having once been acquitted by a jury can be tried a second time for any offense.

7th. Excessive cruel and unusual punishment shall be required in the case of rebellion or invasion.

8th. That all persons shall have the worthless rights of free communication of thoughts and opinions and cannot be suspended except the public safety.

9th. Probable cause of guilt is made with or without a writ of habeas corpus.

10th. Left open (for sensible abuse).

11th. That no vicar, priest, preacher of the gospel nor teacher of any religious denomination shall ever be compelled to join or perform Clamper functionary work or duties.

12th. That the territory south of the territory of John P. Squibob Chapter 1853 of E Clampus Vitus® know as Baja California Norte (Alta California, Mexico) extending from the USA/Mexico border south to the tip of Baja California and starting east at the Colorado river extending south through the middle of the Gulf of California and concluding west of Isla Guadalupe in the Pacific Ocean shall be herewith part of John P. Squibob Chapter 1853 of E Clampus Vitus® territory.

Done at the institution abode, in the city of Alpine, territory of San Diego, in the great state of California by Bob Webb, Clampatriarch, defender of the faith and so forth, by virtue of the authority conferred upon him by the Board of Directors of John P. Squibob Chapter 1853, this first day of April, 2004.
